Navarre Beach Pavilions: A Picnic, Parking and Grill Guide
A beach picnic sounds gloriously simple until the July sun starts winning, the cooler is three parking rows away, and somebody discovers that the chosen pavilion has no grill. Navarre Beach solves much of that problem with covered pavilions on the Gulf side, the Santa Rosa Sound side, and near the Navarre Beach Fishing Pier—but the locations and amenities are not interchangeable.
This guide uses Santa Rosa County’s pavilion map and pricing effective October 1, 2025. It is designed for families, reunion planners, birthday crews, and locals who want a little shade without turning lunch into an expedition.
Quick answer: Which Navarre Beach pavilion area should you choose?
- Choose the main pier parking area for the easiest landmark, a central Navarre Beach location, and simple meet-up instructions.
- Choose the Marine Park Gulf side for direct Gulf-beach access, nearby lifeguard coverage, and larger pavilion choices.
- Choose the Marine Park sound side for views of Santa Rosa Sound, public restrooms and parking, and a calmer-water setting away from the open Gulf surf.

Navarre Beach pavilion areas at a glance
Main parking lot near the Navarre Beach Fishing Pier
The Flounder, Seagull, and Sand Crab pavilions are grouped in the main parking-lot area by the pier at approximately 8689 Gulf Boulevard. Each is listed at 400 square feet with two picnic tables plus benches. The county map says these pavilions do not have grills.
These are the practical “everyone can find it” choices. The Navarre Beach Fishing Pier is the island’s unmistakable landmark, and the central lot puts restrooms and the beach close at hand. The smaller footprint works best for a compact family picnic rather than a sprawling reunion.
Navarre Beach Marine Park: Gulf side
The Gulf-side pavilion groups sit along Gulf Boulevard east of the pier and closer to the Marine Park walkovers, reefs, and lifeguard towers.
- Dolphin, Sea Turtle, and Manta Ray are around 8705 Gulf Boulevard.
- Blue Heron, Barracuda, and Sea Horse are around 8709 Gulf Boulevard.
- Ghost Crab, Sand Dollar, and Sea Oat are around 8755 Gulf Boulevard.
County-listed sizes range from about 900 to 1,600 square feet. Most have four to six charcoal grills and five to twelve picnic tables. The Blue Heron pavilion is one of the roomiest on paper, with approximately 1,600 square feet and twelve tables. Sea Oat is a smaller 900-square-foot option with six grills and five tables—useful when the menu is ambitious but the guest list is not enormous.
The Gulf side makes sense when swimming, beach time, or snorkeling is the centerpiece. Santa Rosa County places lifeguard towers at walkovers 40F, 40D, and 40B in this general Marine Park stretch. Always confirm the current flag and tower status rather than treating proximity to a tower as a promise of calm water.
Navarre Beach Marine Park: sound side
On the Santa Rosa Sound side, the county map lists Sandpiper near 8937 Gulf Boulevard and Black Skimmer near 8694 Gulf Boulevard. Both are approximately 1,600 square feet with large picnic capacity and multiple charcoal grills.
Red Drum, Pelican, Mackerel, and Starfish are smaller 100-square-foot shelters near 8328 Snowy Plover Court. They have two or three tables, no listed grills, and sit near the sound-side kayak launch area. These are better for a small lunch stop than a large catered event.
The sound side is a good fit for paddlers and families who want a quieter visual setting than the open Gulf. It is still an active waterway, so boat traffic, weather, and personal flotation requirements matter.
Current Navarre Beach pavilion rental prices
Santa Rosa County’s current map lists these full-day rental prices for the 7:30 a.m.–7:30 p.m. period:
- $50: Flounder, Seagull and Sand Crab
- $100: Dolphin, Sea Turtle, Manta Ray, Blue Heron, Barracuda, Sea Horse, Ghost Crab, Sand Dollar, Sea Oat, Sandpiper and Black Skimmer
- $35: Red Drum, Pelican, Mackerel and Starfish
Prices and availability can change. Check the county’s facility reservation system before sending invitations or printing a pavilion name on a birthday banner.
How to reserve a Navarre Beach pavilion
- Open Santa Rosa County’s online reservation system.
- Search for Navarre Beach facilities and compare the pavilion name, date and capacity.
- Match the pavilion name to the county’s official map and price sheet.
- Confirm whether grills are listed and whether the table count suits your group.
- Save the reservation confirmation and share the pavilion name plus approximate address with guests.
The county notes that pavilion addresses are approximate and may not display properly in every GPS app. A pavilion name, area description, and nearby landmark are more reliable than an address alone.
What every picnic organizer should know
Charcoal grills are not universal
Many Gulf-side and large sound-side pavilions list charcoal grills; the small pier-area and Snowy Plover Court shelters do not. Bring charcoal, lighting supplies, long-handled tools, and a safe way to handle hot equipment only when your reserved pavilion actually includes grills. Do not create a fire elsewhere on the beach.
Electricity is not provided
The official map says electricity is not provided at any beach pavilion. Keep food at safe temperatures with coolers and ice rather than planning around outlets. Battery-powered serving equipment is less glamorous than a beachfront extension cord and significantly more realistic.
Public restrooms and parking are available
Santa Rosa County says all restroom and parking areas shown with the pavilion system are public. That does not mean a reserved pavilion comes with reserved parking. On a summer weekend or holiday, arrive early enough to unload without expecting the closest space to remain open.
One table seats about eight adults
The county uses approximately eight adults per picnic table as a planning estimate. Leave room for coolers, serving dishes, mobility devices, and children who somehow occupy three seats while eating half a sandwich.
Beach rules that apply around the pavilions
Santa Rosa County’s Navarre Beach and pavilions page lists several clear rules: no glass, no fires on the beach, no pets on the beach, no camping, no overnight parking, and nothing left on the beach overnight. Personal property left unattended after sunset may be removed and disposed of under the county’s Leave No Trace requirements.
Use reusable plastic or metal drinkware instead of glass. Bag every scrap, remove decorations and tape, and check beneath the tables before leaving. A five-minute cleanup sweep prevents balloons, zip ties, food wrappers, and fishing line from becoming wildlife hazards.
Add water safety to the picnic plan
A pavilion reservation is not a swimming reservation. Check posted flags when you arrive and follow lifeguard directions. Santa Rosa County’s water-safety guidance recommends swimming near a lifeguard, never swimming alone, supervising children closely, avoiding alcohol while swimming, and moving into a building or vehicle during thunderstorms.
If the Gulf is rough, the correct backup may be lunch under the pavilion followed by a walk, pier visit, or land-based activity—not moving the group to an unguarded patch of water.
